CRSOA members are invited to meet the new Oregon DEQ Ballast Water Program Coordinator, Joshua Emerson.
Mr. Emerson became Oregon DEQ’s Ballast Water Program Manager in March, after joining the Agency in 2017. Prior to that, he was a member of the Water Permits Division at EPA headquarters in Washington, D.C., where he worked on the Vessel General Permit (VGP). The VGP regulated more than 20 specific discharges from vessels, and a primary focus was preventing the spread of invasive species into the Great Lakes and US coastal waters by the global commercial vessel fleet.
Josh has a Master’s degree in Environmental Science from Washington State University. His graduate research focused on invasive species in the Columbia River, which are thought to have been introduced via ballast water exchange by cargo ships from Asia.
